Mr. Bond has 24 years of engineering experience in design, construction, and operation of water management systems in both the public and private sectors. Mr. Bond has been involved in every aspect of engineering including conceptual design, pilot studies, detailed design, permitting, construction administration and oversight, system installation, and system startup and operations.  Mr. Bond has worked with municipal, county, state, and federal government organizations in Florida, Texas, Pennsylvania, New Jersey, Alabama, Illinois, and Puerto Rico providing utilities engineering services in water, wastewater, reclaimed water, and solid waste disposal.  Mr. Bond has provided engineering services including ultra-pure water and wastewater treatment, solid waste disposal, groundwater and soil remediation, pollution prevention, waste minimization, and process optimization to a large variety of private industries including mining, chemical, petrochemical, pharmaceutical, microelectronics, defense contracting, aerospace, food processing, and waste disposal services.  He has extensive experience in waste minimization, pollution prevention, process optimization, RCRA (Pre-RFA, RFI, CMS, CMI, closure, and permitting), and soil and ground-water remediation projects.

  • Engineering Manager for phosphogypsum stack closure design and construction at sites in Illinois and Texas.
  • Engineering Manager for annual phosphogypsum stack inspection including surface water, geotechnical, and mechanical evaluation of stack component.
  • Engineer for engineering evaluation for potable water and sewer improvements project in Jacksonville, Florida.
  • Engineer for design/build projects for wastewater treatment facilities, and sludge dewatering projects for industrial and municipal clients.
  • Engineering manager for the design of a wastewater treatment facility for non hazardous liquid wastes.
  • Engineer for evaluation and preliminary design of new ultra-pure chemical system for micro-electronics facilities Spain and Florida.
  • Engineering Manager for facility evaluation and design of a waste treatment systems involved in petroleum refining, bulk petroleum storage, electronic parts manufacturing, food processing and government defense contracting.
  • Engineer Manager for re-permitting an Individual Water Use Permit for a power generating facility that utilizes waste tires and wood products for fuel. The permitting process included evaluating water consumption, development of water balance diagrams, and development of a water conservation plan.
