Mr. Mastbaum has managed and participated in a wide range of environmental investigations and projects including contamination assessments, remedial action planning, and soil and groundwater remediation at sites contaminated with hydrocarbons, chlorinated solvents, pesticides, and metals. He has been directly responsible for work under the State of Florida underground storage tank rules and guidance, Consent Orders and associated guidance, RCRA Generator Closure guidance, and RCRA, and has participated in investigations performed under CERCLA. Mr. Mastbaum has also provided technical assistance, regulatory advice, and litigation support to clients and attorneys involved in negotiations or litigation regarding environmental issues.

 

Prior to joining Terra Environmental Services, Inc., Mr. Mastbaum held the position of Staff Geologist with Groundwater Technology, Inc., in Tampa, Florida. In this capacity, Mr. Mastbaum served as project manager during all phases of soil and groundwater assessment and remediation at service stations throughout western Florida. Mr. Mastbaum also held the positions of Geologist I and Geologist II with Groundwater Technology, Inc. in North Haven, Connecticut and Tampa, Florida. In this capacity, Mr. Mastbaum served as a field geologist during all phases of soil and groundwater assessment and remediation at service stations, bulk storage facilities, and industrial facilities in Connecticut, Massachusetts, New York, and Florida. Work performed included drilling and installation of monitor wells, installation of groundwater remediation systems, installation of soil vapor extraction systems, removal of underground storage tanks, implementation of sampling and analysis programs, performance of aquifer tests (pumping and infiltration), and performance of soil vapor extraction and air sparging pilot tests.

  • Project Manager for preliminary contamination assessment, source removal planning, and source removal actions for organic chemicals in soil and groundwater under a RCRA consent order for an industrial site in west-central Florida. The work included drilling and testing, soil and groundwater sampling and analysis, excavation of hazardous and non-hazardous soil for off-site disposal, and confirmation sampling. Also evaluated pollution prevention projects for use in offsetting administrative penalties.
  • Project Manager for supplemental Phase II and limited Phase III environmental site assessment to evaluate soil and groundwater quality impacts and remedial alternatives for organic chemicals at an industrial site in west-central Florida. The work included soil and groundwater sampling using direct-push methods, field analysis for volatile organic compounds using a portable gas chromatograph, and laboratory analysis for confirmation of field results.
  • Project Manager for a Phase II environmental site assessment to evaluate soil and groundwater quality impacts from pesticides and metals at a former commercial nursery in west-central Florida.
  • Project Manager for a corrective measures study and remediation of organic chemicals and metals in soil and groundwater at two solid waste management units under RCRA at an industrial site in north-central Florida. The work included evaluation of remedial alternatives, a feasibility study, selection of remedial technologies, soil excavation for off-site disposal, and design, installation, and monitoring of a groundwater recovery and treatment system.
  • Project Manager for a waste removal and disposal project at a Department of Energy facility in west-central Florida. The work included evaluation of geophysical data, soil and drum excavation, and waste identification and segregation for off-site disposal.
  • Project Manager for contamination assessment, remedial action planning, and soil and groundwater remediation under a consent order at an industrial site in west-central Florida. The work has included installation of monitor wells, soil and groundwater sampling and analysis, evaluation of remedial alternatives, selection of remedial technologies, excavation of hazardous and non-hazardous soil for off-site disposal, installation of a groundwater recovery and treatment system, and system operation and maintenance.
  • Project Manager for Phase I and Phase II Environmental Assessments in Florida
