Mr. Rothenberger and two partners formed Terra Environmental in 1990. The company, with its main office in Tampa and offices in Peru, Illinois, Houston, Texas and St. Petersburg, Florida specializes in the development and management of water resources, assessment, remediation, and control of impacted ground water and sediments, environmental compliance and permitting, and Geographic Information System mapping. Prior to starting Terra Environmental, Mr. Rothenberger was a Vice President with Geraghty & Miller Inc. and as such, was regional director of the Ground-Water Services Division for the southeastern United States. Mr. Rothenberger has supervised all phases of hydrogeological investigations related to ground-water resource development.

Mr. Rothenberger has more than 29 years of experience in hydrogeologic assessments of a wide range of geologic environments in Florida and the southeastern United States. Mr. Rothenberger has extensive experience in the development and management of water resources for municipal, agricultural, and industrial facilities. He has participated in and managed investigations that included initial wellfield siting, supervision of production well and monitor well, installation, conducting large-scale pumping tests, analyzing data, and preparing reports. Mr. Rothenberger has in-depth experience in conducting public meetings and workshops, and in making technical presentations to elected officials and governmental agencies. He has participated in permit negotiations, administrative hearings, and arbitration related to water use permit challenges.

• Project Officer and Manager for regional study to evaluate feasibility of developing a ground-water resource in the Brandon area capable of providing 6 million gallons per day on an average basis and 9.24 million gallons per day on a peak monthly basis.

• Project Officer for hydrogeologic field program to evaluate feasibility of new production well sites in Seffner, Florida to supplement current permitted quantities for the Brandon Dispersed Wells facility. Pumping test analysis involved assessment of water-level responses due to proximity of hydrologic boundaries.

• Project Officer for Water Use Permit renewal for the South Central Hillsborough Regional Wellfield. Work involved responding to RAI and clarification of received information. Key element was evaluation of water-level impacts and potential effects on domestic wells resulting from nearby agricultural wells.

• Project Officer Environmental Resource Permit and Sovereign Land Lease for marina expansion on the Anclote River.

• Project Officer for annual hydrologic data compilation and reporting for the Brandon Urban Dispersed Wells facility, and the C.W. Bill Young Regional Reservoir facilities.

• Project Officer for hydrogeologic investigations and long-term care and monitoring for mining and chemical production facilities in Polk County, Florida.
